AFAD TECHNICAL SIGN LANGUAGE program, Technical Sign Language Terms Dictionary and practical trainings throughout the country have been developed to enable disaster and emergency workers to communicate with each other and with the hearing impaired by using a common sign language, and to intervene by producing effective and fast solutions.
SCOPE
The program extends to people assigned in disaster and emergency coordination units; it includes everyone who takes part in the governorship, metropolitan or provincial-district municipalities, special provincial administrations, universities, development agencies, provincial disaster and emergency directorates, Turkish Red Crescent Society, non-governmental organizations and other appropriate institutions and organizations who will participate voluntarily. It is foreseen that with this program the development of a common sign language will enable its usability throughout Turkey.
TRAINING PROGRAM
Participants assigned in disaster and emergency coordination units are listed by receiving the assignment letters by AFAD institution. The information of the participants is defined on the KOMEK UZEM registration screen. Course curriculum; It covers basic sign language words and AFAD technical sign language words. The courses are planned both online and as practical trainings.
CONTENT OF THE DICTIONARY
Special terms for disaster and emergency teams were chosen (fire brigade, submarine, health...). A common language has been developed, by working in coordination with relevant institutions and organizations and by preparing the visual AFAD Technical Sign Language Terms Dictionary in print and digital media.
In addition to the dictionary content; basic phrases were chosen in disaster-emergency situations and search and rescue cases, to simplify communication among disaster- and emergency workers and among the disaster victims. The chosen words and sentences can be enriched with new terms to be added. The dictionary is designed with a QR code application. It was supported by the mobile application, published on the website of ATID.
Before starting the AFAD Technical Sign Language training, it is necessary to watch the Basic Sign Language training videos on KOMEK Youtube channel. The QR code in the book leads you directly to the training videos.
COMMUNICATION
Communication is most critical in an emergency where high stress levels make effective communication difficult and emergency conditions can make communication physically more difficult.
Noise is the biggest factor that hinders voice communication during disasters and emergencies. Anger makes fast and accurate intervention difficult. Silent signs have the effect of improving teamwork and also the emergency environment. The work to be done will be effective in protecting the health of the employees and the public health. Therefore, the fact that operators communicate in sign language when they need to remain silent and that the hearing-impaired communicate with the search and rescue team through sign language, facilitates the situation.
